MISSION

The Department of Education, Science and Culture is the enlightenment organ and the keeper and promoter of the human resource knowledge for the regional community.

The Department carries out its mandate knowing that no sustainable development can be achieved without the availability of quality human capital that is conscious of its cultural values.

The Mission of the Department is to harmonize Member States’ human resource development policies and strategies in the fields of Education, Science and Culture for the promotion of shared economic and social growth.

In order to make this count in the progress towards the attainment of the ECOWAS Vision 2020, the Department is also strengthening the institutions and pooling the resources available for that purpose together with a view to promoting the integration process through education and adequate training.

In the realisation of its mandate, the functions of the Department are to:

  • Ensure consistency of national Education, Science and Culture policies;
  • Promote research and higher education in the fields of science and technology, and Information and Communication Technologies;
  • to strengthen cooperation in the areas of basic education, intermediate education and vocational training;
  • Promote scientific research and ensure that scientific reports and findings are available for dissemination/distribution ; and
  • Promote culture in all its forms in the ECOWAS region and ensure the implementation of an education architecture, peace culture tolerance, democracy and integration.In its activities, the Department is seeking to:

 

  • ACTIVITIES
  • Raise the level of investment of the Community and its Member States to attain 1% of GDP by 2025;
  • Enhance technical and vocational education for the development of skills to empower young men and women;
  • Facilitate the mobility of university students, lecturers and administrators within and outside ECOWAS;
  • Institute a quality education assurance mechanism with mutual recognition of diplomas and certificates within the ECOWAS region;
  • Consider science and technological innovation as an engine for economic growth and competitiveness in the ECOWAS region; Having been set up to promote culture as the bedrock for the integration of the people of West-Africa, the Department has flagship programmes that include the establishment of an Academic Mobility scholarship system for university students, lecturers and administrators within the ECOWAS region. In addition to this, a system of mutual recognition of Degree and Diplomas in the ECOWAS region has been established.
  • Apart from the Creation of the West African Arts and Culture Academy, the Department is promoting research institutions for excellence by setting up a Common Research Centre.
  • Further to this, an Open Distance Learning (ODL) system has been set up. Also being instituted is a higher education quality assurance mechanism

IMPACT ON REGIONAL INTEGRATION AND COMMUNITY CITIZENS
